"Well, each Descendant can probably create certain things better than others, if they truly know them well and have enough power within themselves. So yes, they can create them and such. However, may take bit of time for them to do so correctly as new powers are hard to get use to. Unless they've been a Descendant who's been training like crazy [well not that crazy, depending on their age, I suppose] from C.E.R. Then chances are making that weapon, a gun or grenade, won't be so difficult."
